The functional statement of the Office of the Mayor is to provide executive leadership and promote the general welfare of the LGU and its inhabitants.

In essence, the Mayor acts as the central figure who:

  • Exercises General Supervision and Control over all programs, projects, services, and activities of the entire local government.

  • Enforces Laws and Ordinances relative to the governance of the LGU and implements all approved policies, programs, and projects.

  • Ensures the Delivery of Basic Services and the provision of adequate facilities to the constituents, as mandated by the Local Government Code.

The objectives of the Office of the Mayor are centered on achieving efficient, effective, and progressive local governance, which includes:

  1. Maximizing Revenue Generation To initiate and maximize the generation of resources and revenues and apply them to the implementation of local development plans and priority projects.

  2. Providing Executive Direction To provide executive leadership and direction in the general management, financial, and administrative affairs of the LGU. This includes directing the formulation of the municipal/city development plan and the preparation of the executive budget.

  3. Promoting Peace and Order To intensify the fight against illegal drugs, corruption, and criminality, and maintain a peaceful and secure community.

  4. Strengthening Community Resilience To improve disaster preparedness and ensure that systems are in place to meet basic needs such as water, shelter, health, and nutrition.

  5. Propelling Local Development To provide opportunities for sustainable livelihood and development, moving people from the margins into the mainstream, and ultimately propelling the LGU toward progress.

  6. Personnel Management To appoint all LGU officials and employees whose salaries are paid out of local funds, subject to Civil Service rules and regulations, to ensure an effective civil service.
