The primary functional statement of the Municipal Vice Mayor is to be the Presiding Officer of the Sangguniang Bayan (Municipal Council) and to ensure the smooth and effective operation of the local legislative body.

In this role, the Vice Mayor is responsible for:

  1. Presiding over Sessions: Presiding over the sessions of the Sangguniang Bayan and signing all warrants for expenditures appropriated for its operation.

  2. Administrative Head: Exercising administrative supervision over the Sangguniang Bayan staff, including appointing its officials and employees (subject to Civil Service law).

  3. Succession: Assuming the Office of the Municipal Mayor in the event of a permanent or temporary vacancy.

The main objectives of the Office of the Vice Mayor are legislative and administrative, aimed at supporting local governance:

  1. Efficient Legislation: To provide leadership and direction to the Sangguniang Bayan, promoting the passage of ordinances and resolutions that are responsive to the needs of the municipality and geared toward the general welfare of the inhabitants.

  2. Executive Support: To harmonize the legislative agenda with the development thrusts and programs of the Municipal Mayor (Executive Branch).

  3. Administrative Excellence: To manage the administrative affairs of the legislative body to ensure an efficient and effective environment for the legislative process.

  4. Continuity of Government: To be prepared to assume the powers and duties of the Municipal Mayor to ensure the continuity of local administration during any vacancy.
