The Human Resource Management Office (HRMO) is mandated to manage the LGU workforce effectively by:
Providing direction and supervision of all activities involving personnel and human resource management.
Developing and implementing a comprehensive and balanced personnel system and programs to promote morale, integrity, efficiency, responsiveness, and courtesy in the local government service.
Ensuring the strict implementation of Civil Service Law, Rules, and Regulations and LGU policies regarding human resource matters.
The HRMO’s main objectives are to establish a professional and competent public workforce and maintain an efficient administrative system:
Establish a Merit-Based System: To establish a sound Recruitment and Selection System that adheres to the principle of merit and fitness, ensuring the LGU hires the most qualified and competent individuals for its positions.
Develop Employee Competencies: To formulate and implement a Human Resource Development Plan by conducting continuing Learning and Development and capacity-building programs to enhance the skills, knowledge, and professionalism of all officials and employees.
Ensure Accountability and High Performance: To install, monitor, and evaluate a Performance Management System (PMS) to periodically assess employee efficiency, promote accountability, and serve as a basis for personnel actions and recognition.
Promote Employee Welfare: To manage and administer schemes for employee welfare, compensation, and benefits, as well as to implement the Program of Awards and Incentives for Service Excellence (PRAISE) to recognize outstanding performance.
Maintain Personnel Records: To institutionalize and maintain centralized, complete, and updated personnel records (201 Files), including appointments, service records, and leave credits.
