The MSWDO’s core function is to be the primary government agency at the local level responsible for social protection and the promotion of the rights and welfare of the poor, vulnerable, and disadvantaged sectors of society.
Its functional statement can be summarized as:
Empowerment and Upliftment: To facilitate and implement programs, projects, and services that will eradicate poverty and empower disadvantaged individuals, families, and communities to achieve an improved quality of life and become self-reliant.
Service Delivery: To be in the frontline of service delivery to ensure the delivery of basic social welfare and development services, especially during and in the aftermath of man-made and natural disasters and calamities.
Protection: To care for, protect, rehabilitate, and integrate the vulnerable and socially dysfunctional sectors of society into the mainstream.
The objectives of the MSWDO guide its plans, strategies, and implementation of social welfare and development programs at the community level. These objectives include:
Poverty Alleviation: To alleviate poverty among the marginalized sectors and improve the living conditions of the needy and impoverished inhabitants.
Crisis Intervention: To provide immediate relief and appropriate crisis intervention for victims of abuse, exploitation, and those in crisis situations (e.g., medical, burial, or food assistance).
Sectoral Welfare: To facilitate the implementation of welfare programs for specific vulnerable groups, including:
Children and Youth: Total development and protection of children (e.g., Day Care Services), prevention of juvenile delinquency, and youth welfare programs to enhance their role in nation-building.
Persons with Disabilities (PWDs) and Senior Citizens (Elderly): Full support for their total well-being, providing access to benefits, and facilitating their full participation in society.
Women: Assistance to women in especially difficult circumstances (WEDC) and victims of violence against women.
Other Vulnerable Groups: Welfare programs for victims of drug addiction, and the rehabilitation of prisoners and parolees.
Coordination and Advocacy: To coordinate with government agencies and non-governmental organizations (NGOs) to promote and protect all needy groups, and to advocate for policies and measures addressing social welfare concerns.
