The Municipal Budget Office, as mandated by Section 475 of the Local Government Code of 1991 (RA 7160), is tasked to take charge of budget administration for the LGU. Its core function is to:
Provide the delivery of basic services related to local budget administration, including budget processes, policies, and priorities governing effective fiscal discipline.
Promote sound, efficient, and effective management and utilization of government resources in achieving socio-economic and political development goals.
Assist the Local Chief Executive (Municipal Mayor) in preparing and implementing the budget.
The MBO’s primary objectives are to achieve fiscal strength and good governance through prudent resource management:
Financial Planning: Lead the preparation of the Annual and Supplemental Budgets and the Local Expenditure Program (LEP), ensuring they serve as efficient instruments for the implementation of the approved Local Development Plan and Investment Program.
Fiscal Discipline: Ensure equitable, prudent, transparent, and accountable allocation and use of public funds.
Budget Execution and Control: Certify to the availability of appropriations and allotments to which expenditures and obligations may be properly charged, controlling obligations for all LGU offices.
Legislative Support: Review and consolidate budget proposals from all departments and offices, and study the budgetary implications of proposed legislation.
Barangay Oversight: Assist the Sangguniang Bayan in reviewing the approved budgets of all component barangays to ensure they comply with mandatory budgetary requirements and policies.
