The Office of the Municipal Civil Registrar is primarily responsible for the continuous, permanent, universal, and compulsory documentation and recording of all vital events and legal acts concerning the civil status of persons within the municipality’s jurisdiction.
This function is essential for establishing and preserving an individual’s legal identity, civil status, and family relations for both legal and administrative purposes.
The MCR Office aims to establish, promote, and sustain an effective civil registration system by performing the following key functions:
1. Registration and Record Keeping
- Vital Events: Accept, file, keep, and preserve all registrable documents affecting the civil status of persons, including births, deaths, and marriages.
- Legal Instruments: Accept and register legal instruments and judicial decrees that affect the civil status of a person, such as legitimation, adoption, admission of paternity, and court orders for annulment or divorce.
- Archiving and Transmittal: Transcribe and enter all documents into the appropriate civil registry books and transmit duplicate copies to the Office of the Civil Registrar-General (now under the Philippine Statistics Authority, or PSA) within the prescribed period.
2. Issuance and Regulatory Services
- Marriage Licensing: Receive and process applications for the issuance of a Marriage License after ensuring all statutory requirements and the posting period have been complied with.
- Document Issuance: Issue certified transcripts or copies of any registered civil registry document upon payment of the prescribed fees.
- Legal Petitions (RA 9048/RA 10172): Assist in, receive, prepare, and decide on administrative petitions for the Correction of Clerical Error (CCE) or Change of First Name (CFN) in civil registry documents as authorized by Republic Acts 9048 and 10172.
3. Planning and Coordination
- Program Implementation: Develop and implement plans and strategies for civil registry programs to ensure complete coverage and timely registration of all vital events.
- Data Collection: Coordinate with the PSA in conducting educational campaigns for vital registration and assist in the preparation of demographic and other statistics for the LGU.
- Community Outreach: Conduct mobile registration and information dissemination to increase public awareness and improve access to civil registration services, particularly in remote areas.
