As mandated by Section 470 of the Local Government Code of 1991 (RA 7160), the Municipal Treasurer shall take charge of the Treasury Office and is responsible for local fiscal administration, specifically to:

  • Generate revenues through the efficient collection of all local taxes, fees, and charges accruing to the municipality.

  • Take custody and exercise proper management of all funds of the Local Government Unit (LGU).

  • Take charge of the disbursement of all LGU funds and such other funds entrusted by law or competent authority.

  • Advise the Municipal Mayor and the Sangguniang Bayan (Municipal Council) on matters related to public finance and the disposition of local government funds.

The MTO’s objectives are geared toward maximizing revenue generation and ensuring sound fiscal management to support the LGU’s development agenda:

  • Maximize Revenue Collection: To vigorously and efficiently implement the local tax ordinances to ensure the highest possible collection rate of all taxes, fees, and charges, striving for local fiscal self-sufficiency.

  • Fund Security and Management: To maintain the custody, safekeeping, and judicious management of all municipal funds, ensuring their integrity and availability for approved appropriations and disbursements.

  • Accurate Information and Compliance: To maintain and update the tax information system of the LGU and prepare and submit timely, accurate financial reports (like the Quarterly Statement of Receipts and Expenditures) to concerned national agencies.

  • Regulatory Enforcement: To conduct necessary inspection of private commercial and industrial establishments within the municipality to ensure compliance with tax ordinances.
