The core functional statement of the Sangguniang Bayan is to serve as the local legislative branch of the municipal government, responsible for enacting local policies that promote the general welfare of the community.
Its key functions include:
Enacting Measures: To enact ordinances and approve resolutions necessary for an efficient and effective municipal government.
Fiscal Power: To appropriate funds for the specific programs, projects, and activities of the municipality, including approving the local government’s annual and supplemental budgets.
General Welfare: To legislate pursuant to the General Welfare Clause (Section 16 of the Local Government Code), ensuring laws are passed for the promotion of the general well-being of the municipality and its inhabitants.
Oversight: To review ordinances passed by component barangays to ensure they are within the scope of the law.
The objectives of the Sangguniang Bayan are focused on utilizing its legislative authority to drive development and ensure responsive governance:
Promote General Welfare: To create and pass sound and responsive legislation that translates the needs, demands, and aspirations of the citizens into programs that protect and enhance the quality of life, including public safety, health, environmental protection, and livelihood opportunities.
Generate and Maximize Resources: To generate and maximize the use of local resources and revenues through the enactment of tax ordinances, fees, and charges, as well as granting franchises and incentives, to fund the municipality’s development plans and priorities.
Support Development Plans: To approve ordinances and resolutions that are necessary to implement the development plans, programs, and objectives of the municipality, aligning legislative action with executive goals.
Ensure Basic Services: To enact measures that ensure the efficient and effective delivery of basic services and facilities as mandated by the Local Government Code.
Maintain Peace and Order: To maintain peace and order by enacting measures to prevent and suppress lawlessness and to impose penalties for various violations of municipal ordinances.
